The purpose of this subchapter is to provide minimum standards to safeguard life, health, property, and public welfare by regulating and controlling encroachments and private use of public rights-of-way within the corporate limits of the town. The subchapter is intended to ensure full compliance by this incorporated town with all applicable federal, state, and local laws in the interest of public safety and the free and safe flow of traffic.
