It shall be unlawful for any person to construct or maintain any opening or stairway in any public street, sidewalk, or alley without first applying with the Town Clerk for a permit. The application shall state the purpose for which the street is to be cut through or broken open, the proposed area of such an opening, and the exact location of the opening. The application shall be examined and approved by the Town Services Superintendent.
