(A) Private dwellings.
(1) No person shall erect or construct, or proceed with the erection or construction, of any private dwellings, single-family units up to, and including, four plexes, garages, small buildings, and the like; not add to, enlarge, move, convert, extend, or demolish any of the aforementioned buildings or structures and including trailer houses or mobile homes, or cause the same to be done, without first obtaining an electrical permit and plumbing permit from the Department of Commerce, except when demolishing a building or structure, and then a construction permit to be applied for, in writing, from the Town Council.
(2) Any person desiring a construction permit as required by this section shall file with the Site Inspector an application therefor, in writing, on a blank form to be furnished by the Town Clerk. The application must contain and/or have attached the following:
(a) A description of the land upon which the proposed building or work is to be done, either by lot and block, tract, or similar description that will readily identify and definitely locate the proposed building or work;
(b) A description of the use or occupancy of all parts of the building, and other information as required by the Site Inspector;
(c) Copies of plans and specifications, and a lot plan showing the location of the proposed building and of every existing building on the property, shall accompany every application, and shall be filed in duplicate with the Site Inspector;
(d) Plans shall be drawn to scale upon paper or cloth, and the essential parts to a scale of no less than one-eighth inch to one foot;
(e) Plans shall be clear and indicating the nature and character of the work proposed and local ordinances complied with;
(f) Any specifications in which general expressions are used to the effect that “work shall be done in accordance with the Building Code”, or “to the satisfaction of the Site Inspector” shall be deemed incomplete, and every reference to this section shall be to the division applicable to the material to be used, or to the method of construction proposed; and
(g) All plans shall bear the name of the architect, structural engineer, or person responsible.
(B) Public and commercial buildings.
(1) No person shall erect or construct, or proceed with the erection or construction, of a public or commercial building without first obtaining a building permit, and any necessary electrical and plumbing permits from the Department of Commerce, Building Codes Bureau. The forms should be completed and submitted, along with the required fees to the Building Codes Bureau for the state’s review and the issuance of permits.
(2) A person must apply to the Town Clerk for a construction permit to construct a public or commercial building in the same manner as required for private dwellings in divisions (A)(2)(a) through (A)(2)(g) above. An application for a public or commercial building must also have attached the Building Codes Bureau approval. The Site Inspector would again verify from the application the location of the building on the property and compliance with local ordinances.
