Land use variances, for uses other than those specifically permitted in each district, are intended, in appropriate cases, and subject to appropriate conditions and safeguards, to be special exception to the terms of this chapter when granted in harmony with its general purposes and intent, and where intended to avoid undue hardship when strict and literal enforcement of this chapter is inappropriate.
