§ 133.04 ADVERTISING MATERIAL.
   To distribute, place, or post in or upon public property any show card, poster, brochure, circular, handbill, dodger, or other advertising matter, or to distribute, place, or post in or upon private property, including utility poles, any such matter without the express consent of the owner is prohibited.
