(A) Any parent, guardian, or other adult person having the care and custody of a minor violating any provisions of this chapter, for which another penalty has not been provided, shall, upon conviction, be penalized as set forth in § 10.99.
(B) Any person under the age of 21 years, or other person, violating any of the provisions of this chapter, for which another penalty has not been provided, shall, upon conviction, be deemed guilty of a misdemeanor and penalized as set forth in division (A) above.
