The Town Clerk is hereby empowered, authorized, and directed to issue licenses to qualified applicants as herein provided after the applicant has been duly presented to, and approved by, the Town Council. A licensee shall be authorized and permitted to sell alcoholic beverages at retail in accordance with the laws of the state, or any rules or regulations promulgated by the State Department of Revenue and provisions of this chapter. Qualified applicants shall include persons, hotels, businesses, clubs, and fraternal organizations.
