To store on, place on, or permit to be stored or placed on, or allowed to remain on occupied or unoccupied land within the town limits, any dismantled, partially dismantled, or inoperable vehicle or motor vehicle, or parts of a vehicle, whether abandoned or not, except in zones where such activity is within the contemplated purpose of a duly licensed business under the provisions of the zoning code, unless such articles shall be kept in a wholly enclosed garage or structure.
