§ 90.09 FENCES; BARBED WIRE, ELECTRICAL.
   (A)   Except as otherwise provided herein, to erect or maintain any fence composed wholly, or partly, of barbed wire, smooth wire, pallets, rubbish, tires, vehicle parts, plywood, or any fence capable of producing an electric shock upon, along, or about any street or alley, or along any dividing line between separate pieces, parcels, or lots of land is prohibited.
   (B)   Security fences utilizing barbed wire tops are permitted if the following criteria are met:
      (1)   The property is zoned and is located entirely within a commercial zone;
      (2)   The security fence is not less than eight feet tall, exclusive of the barbed wire top; and
      (3)   Not more than three strands of barbed wire shall be added to the top of the fence, and is maintained in good condition.
