§ 90.03 ABANDONMENT OF DANGEROUS OBJECTS.
   (A)   Containers. It is unlawful to place, discard, or abandon, or allow to be placed, discarded, or abandoned, any refrigerator, icebox, freezer, cabinet, or similar container equipped with an airtight door or lid, snap lock, or other locking device, in a location accessible to children, outside any building, dwelling, or within an unoccupied or abandoned building or dwelling, or other structure under his or her control without first removing the door, lid, snap lock, or other locking device of said refrigerator, icebox, freezer, cabinet, or similar container.
   (B)   Plastic bags. It is unlawful to abandon, expose, leave in any place accessible to children or permit to remain upon any premises under his or her control any plastic bag without first tearing the same sufficiently to render it no longer dangerous to a child.
   (C)   Equal application. The provisions of this section apply equally to the owner, lessee, occupant, or operator of any premises where such aforementioned articles remain upon such premises.
