§ 51.10 PLUMBERS; RESTRICTIONS, REQUIREMENTS.
   (A)   Permits for the installation and repair of any water or sewer service pipes will be issued to regular licensed plumbers only. Such installation or repair must conform with the rules and specifications of the Street, Water, and Sewer Department.
   (B)   The plumber or consumer may turn on the water for the purpose of testing the installation, but under no circumstances shall the water be left turned on without permission from the Street, Water, and Sewer Department.
   (C)   It is unlawful for any person or persons to flush hydrants, tamper with hydrants, valves, service boxes, or any other part of the waterworks system, or to have in the person or persons’ possession any hydrant wrenches, valve keys, or any tools or materials of any kind that is the property of the Town Street, Water, and Sewer Department, unless duly authorized by town employees or officials.
   (D)   It shall be unlawful for any person, firm, company, association, or corporation to tap the water mains, or install water service or any other plumbing work without first complying with the terms and provisions of this chapter. The violator shall be held liable for a separate and distinct offense for each day’s violation of any provision of this section.
