(A) Each building or structure using town water shall have a standard water meter, furnished and installed by the town, in a place affording protection from freezing, either in a curb box or inside of the building or structure at the option of the property owner. Such meter shall be readily accessible for reading. The owner shall pay the difference in cost between the standard and larger meter for any water service that requires a larger-than-standard meter.
(B) All such meters shall be owned and kept in repair by the town, excepting circumstances when a meter shall become inoperable due to freezing or damage caused by the consumer or owner, whereupon the repair charge or replacement cost will be assessed against the owner.
(C) Should a meter become inoperable and fail to register accurately, the owner shall be charged at the average monthly consumption rate as shown by the meter during the last three months the meter was in good working order.
(D) In no instance will the town furnish water from one house to another, or from one unit of a multi-family unit structure to another, through one meter, even if owned by one owner. An example would be from one duplex unit to the other, but this is not intended to include apartment complexes or trailer courts.
