(A) The water shutoff device, pipe, and other material required to establish water service to a premises, from the main up to, and including, the curb stop, will be provided, owned, and maintained by the town.
(B) There will be a street or alley opening charge, as set by resolution of the Town Council, to establish water service.
(C) The owner shall provide, own, and maintain all pipe, shutoffs, opening and closing of the ditch, and all other material and labor to provide water service from the water shutoff device to the premises.
(D) Such water service lines must be laid below the street grade at a standard depth of seven feet.
