(A) The Town Council is designated as the purchasing agency for the Town of Cicero.
(B) The purchasing agency shall have all the powers and duties authorized under I.C. 5-22, as may be amended from time to time by law, or supplemented from time to time by ordinances adopted by the Town Council, and policies adopted by the purchasing agency.
(C) Pursuant to I.C. 5-22-4-3, the Town Council President and the Clerk-Treasurer shall act as purchasing agency and as purchasing agent for every agency, board, office, branch, bureau, commission, council, and department. In addition to the Town Council President and the Clerk-Treasurer, the following people have purchasing power, up to $5,000 for their respective departments: the Police Chief, the Fire Chief, the Director of Utilities, Director of Parks and the Planning Director.
