The Town Council of the Town of Cicero, as the legislative body of the town, hereby declares:
(A) That it is the public policy of Cicero that all persons are entitled to full and complete information regarding the available public records of the town except for those records, if any, which are specifically exempted by law.
(B) That this ordinance by its adoption of provisions of I.C. 5-14-3 et seq. shall be construed according to the policy and direction of that statute.
