This chapter, as it pertains to firearms, shall not apply to peace officers or soldiers in the discharge of their official duties and while in the exercise of reasonable care; nor to a person using firearms in necessary self-defense. This chapter, as it pertains to firearms and bows and arrows, shall not apply to shooting ranges and/or to archery ranges which are located within the municipal boundaries of the town and which are being operated pursuant to the various terms, provisions, and conditions, required by various federal, state, and/or local licenses, guidelines, and/or permits (including zoning and land-use ordinances and permits).
