Notice of the need for any of the water conservation measures declared by the Town Council as outlined in this chapter shall be issued in a local newspaper of general circulation or by other means such as radio and television as deemed appropriate by the Town Council. Further notice shall be given to any person found in violation of this chapter as a first offense either by personal service or by appropriate notification left at the residence or business where the violation occurs. Notice shall be effective upon issuance.
