§ 34.04 SUPERINTENDENT OF PARKS AND RECREATION.
   (A)   The “Cicero Park and Recreation Board” is hereby abolished and such services as were formerly provided to the Council by the Board shall hereafter be governed by the Cicero Town Council.
      (1)   The Cicero Town Council may appoint a Superintendent of Parks and Recreation to perform such duties as may be determined necessary for the efficient management of parks and recreational areas and facilities that may be under the jurisdiction of the town.
   (B)   The Superintendent of Parks and Recreation shall be selected by the President of the Town Council and subject to the approval of the members of the Council. Such Superintendent shall serve at the pleasure of the Council and be compensated at an amount determined appropriate for the scope of the duties to be performed.
   (C)   The Superintendent may have such powers, duties and responsibilities as are provided by I.C. 36-10-3 as amended and as may be specifically set by the Council.
   (D)   It shall be the responsibility of the Superintendent to make a thorough and comprehensive study of the future park and recreation needs of the town and its environs and to make such recommendations to the Town Council each calendar year as the Superintendent may deem necessary in addition to the other duties as may be established by the Council.
   (E)   The Town Council may designate an advisory council or such special committees to assist and advise the Superintendent and the Council which may be composed of interested citizens including, but not limited to, “Friends of the Pool” and “Friends of the Park(s).”
   (F)   The Superintendent shall prepare and submit an annual budget in the same manner as other departments of town government. The Department of Parks and Recreation may accept gifts, donations, and subsidies for park and recreation purposes in accordance with applicable law and according to the guidelines of the State Board of Accounts with reference to town government.
   (G)   Any lawful obligations heretofore incurred by the former “Cicero Park and Recreation Board” are accepted by the Town Council and any books, records or property acquired by the Cicero Park and Recreation Board shall hereafter by the property and responsibility of the Town of Cicero.
