(A) No building shall be removed from its foundation, maintained on any property removed from its foundation, or moved through the streets of the town without a permit issued by the Building Commissioner.
(B) The existence of such building as described above, removed from its foundation on public or private property within the town without a permit issued by the Building Commissioner is declared to be a nuisance subject to abatement.
