(A) The three (3) district or ward members shall be elected for a term of four (4) years in the 1999 municipal election.
(B) The two (2) at-large members of the Council shall initially be elected in the 1999 municipal election for a term of three (3) years, and thereafter the at-large members shall be elected for a four (4) year term in the general election.
(C) Each term of office shall begin at noon on January 1 follo1wing the election and shall continue until his successor is elected and qualified.
