All ordinances or parts of ordinances in conflict herewith or which covers the subject matter contained herein are hereby repealed. Should any provisions of this chapter be declared by a court of competent jurisdiction to be invalid for any reason, the remaining provisions shall not be affected, if and only if such remaining provisions can, without the invalid provision or provisions, be given the effect intended by the Town Council in adopting this chapter. To this end the provisions of this chapter are severable.
