2.08.050: PRESIDING OFFICER:
The presiding officer during council meetings shall be the mayor. If the mayor is for any reason unavailable, the presiding officer shall be the president of the council; and, if he is for any reason unavailable, the presiding officer shall be a council member elected by all members in attendance. The presiding officer shall maintain order and decorum during council meetings. He shall state every question coming before the council, recognize motions by council members, call for votes of council members and announce decisions of the council. When the presiding officer is a council member, he shall vote on all questions placed before the council. When the presiding officer is the mayor, he shall not vote on matters before the council; but he may veto any ordinance passed by the council, subject to the power of one-half (1/2) plus one member of the full council to override the veto as provided by law.
