This title is enacted to protect the public health, safety and welfare by providing for compatible and harmonious uses of land within the jurisdiction of the city, by organizing uses to encourage growth consistent with a comprehensive plan, and by enhancing the aesthetic qualities of the community in the context of sound planning considerations. This title is intended to comply with, but is not limited to, the requirement that municipalities enact zoning ordinances under the local planning act of 1975, and amendments thereto, all as set forth in Idaho Code 1 .
