The purpose of this title is to protect the public health, safety and welfare by providing for the orderly development of land within the jurisdiction of the city in order to ensure the adequate availability of municipal services and public utilities, the safe and efficient circulation of vehicular and pedestrian traffic, the establishment of open space for recreation areas and public facilities, the identification by proper legal description of land developed or conveyed, and the establishment of a permanently wholesome community environment. This title is intended to comply with, but is not limited to, the requirement that municipalities enact subdivision ordinances under the local planning act of 1975 set forth in the state code.
