The standards prescribed in this title shall be enforced, and relief from such standards may be granted, in the manner set forth by the international building code. In the event that the city commences and prevails in a civil action to enforce this title, the city shall request and the court may award the city its costs, according to court rule, together with a reasonable attorney fee, and such other or further relief as the court may deem just.
