No development shall be undertaken with respect to land that is subject to periodic flooding, poor drainage, excessive slopes or other terrain problems, unless special design and construction methods are implemented with the approval of the public works director and city council, beyond the standards provided in this chapter, in order to resolve such problems and to protect the public health, safety and welfare.
