All individuals, persons, firms, or corporations participating in any construction, demolition, clearance, excavation, maintenance or repair project on or in any public street, alley, sidewalk, curb, gutter, land, building, facility or other public place, including property subject to an easement held by the city, shall obtain a permit from the city prior to commencing work on the project.
