The issuance of a daycare provider's license or daycare employee's license shall not constitute a representation to any person that the daycare services provided thereunder are free from risk. The city of Chubbuck, its officers, agents and employees shall not be liable for, nor shall a cause of action exist for any loss or damage resulting from enforcement of this chapter, or based upon the failure of any person to meet the standards contained in this chapter.
