The city clerk shall review and approve the issuance of all licenses if the requirements of this chapter have been met and the necessary department approvals from the police, fire and building departments have been obtained. When it appears that any provider, premises, employee, or applicant does not meet the qualifications or has violated any of the terms of this chapter the city clerk or other city official shall refer the matter to the city council for denial, suspension, or revocation proceedings.
