(A)
A basic user rate of $4.50 per 1,000 gallons shall be applied to all users for sewer usage in excess of 1,000 per month. A minimum charge of $4.50 per month shall be applied to all users whose sewer usage does not exceed 1,000 gallons per month. All non-metered residential users of the wastewater facilities shall pay a minimum flat rate charge per month adequate to cover the costs of the minimum service charge and the basic user rate of $9.00. The flat rate charge will allow a maximum of 4,500 gallons per month. In the event use of the wastewater facilities is determined by the city to be in excess of 4,500 gallons per month, the city may require such flat rate user to install metering devices on the water supply or sewer main to measure the amount of service supplied.
(B) The rates and service changes established for user charges in § 54.20(D) through (G) of this chapter shall be effective as of 9-12-2011 and on bills to be rendered for the month being 11-1-2011.
(C) Sewer rates starting January, 2012, will see an increase of $0.25 per 1,000 gallons with similar increases in years 2013 and 2014. Minimum water and sewer bills for in-town residents shall not exceed $10.25.
(D) Beginning January 1, 2022, a basic user rate of $5.25 per 1,000 gallons shall be applied to all metered users. Also beginning January 1, 2022, a basic user rate of $24.00 shall be applied to all non-metered users. Non-metered users using in excess of 4,500 gallons per month as determined by the city shall install a metering device on the water or sewer main and become a metered user.
(E) In addition to the basic user rate, beginning January 1, 2022, all metered and non-metered users will be charged a flat capital improvements fee. The capital improvements fee will increase by $5.00 per month starting January 1, 2022 until January 1, 2026 and remain at $25.00 per month thereafter. The additional flat capital improvements fee will be charged according to the following schedule:

Examples:
In 2023, a metered user using 3,500 gallons per month will be charged $5.25/1,000 gallons x 3,500 gallons + $10 = $28.38 per month.
In 2024, a non-metered user will be charged $24 + $15 = $39 per month.
In 2026, a metered user using 4,930 gallons per month will be charged $5.25/1,000 gallons x 4,930 gallons + $25 = $50.88 per month.
