Application for a permit shall be made in writing at least 21 days in advance of the date of the display and action shall be taken on the application within ten days after the application is made. After this privilege shall have been granted, sale, possession, use, and distribution of fireworks for the display shall be lawful for that purpose only. No permit granted hereunder shall be transferable.
