§ 90.10 DOGS KEPT UNDER RESTRAINT WITHIN CITY LIMITS.
   (A)   Each owner shall keep and maintain his or her dog under restraint; provided, however, that this section shall not apply to any dog being used for rescue or law enforcement work. It shall be unlawful for any owner to allow his or her dog to cross outside the property line of its owner to any extent, including reaching through, over or under a fence, unless the dog is leashed or caged and under the control of its owner or another responsible person.
   (B)   Violation of any provisions of this section shall be unlawful and punished with a $25 fine for the first offense, a $50 fine for the second offense and a $100 fine for the third offense. Any violations after the third offense shall be punished in accordance with § 90.99 of Chapter 90 of the City of Chrisman, Illinois Code of Ordinances.
