(A) This chapter applies to the entire geographic expanse of the city limits of the city, except as hereinafter set forth. Any exceptions to this chapter must be made by a two-thirds majority approval of the Council members at a regular or special meeting held by the City Council.
(B) All territory which may hereafter annexed to the city shall be automatically included as being affected by this chapter.
