If the preliminary or final plat is approved, the City Clerk shall attach a certified copy of the order or resolution of approval to a copy of the plat. If the proposed plat is disapproved, the order or resolution shall state the reasons for disapproval, specifying with particularity the aspects in which the proposed plat fails to conform to the ordinances of the city. A copy of the order or resolution shall be filed in the office of the City Clerk.
