(A) A written notice shall be served upon the owner, his or her agent, all other encumbrances holders or record, persons in possession and persons having a recorded leasehold interest by certified mail, personal service or publication. If notice is served by publication, notice shall also be posted at the premises. The notice shall state the date of the vacation order, the date by which repair or demolition must be commenced or by which an appeal must be submitted to the Building Inspector and that, if no action is taken, the Building Inspector shall cause said building to be demolished and removed and such cost shall be charged against the real estate upon which the building is located and shall be a lien upon such real estate.
(B) Every person to whom a permit is issued shall notify the city when actual work of demolishing said building is to commence.
(C) Upon the completion of the capping, the Water Department shall be notified prior to backfilling the excavation.
(D) Upon completion of the demolition and backfill and leveling of the property, the owner shall notify the Health Inspector of the completion, and the Health Inspector shall issue a certificate of acceptance of the demolition. All demolition work must be completed within 90 days of the issuance of the demolition permit.
