§ 112.03 TYPE OF PERSON TO WHOM LICENSE ISSUED.
   No such license shall be issued to a person who is not a person of good moral character, nor to a corporation or organization which is not represented in the city by a person of good moral character. No license shall be issued without approval by the City Council.
