The applicant for a refuse collector’s license to operate in the city shall certify that he or she will carry on his or her operations by using a solid truck body firmly mounted on a vehicle for making collections; and, when the vehicle is moving, the body is sufficiently covered so that no refuse can escape or blow out of the body; however, brush can be hauled without a cover as long as it is securely lashed to the body. No refuse in liquid form or in part-liquid form can be hauled, except in a leak-proof body; and that, the applicant will unload all of the refuse collected at a lawfully licensed refuse disposal site.
