§ 74.03 REQUIREMENTS.
   All persons wishing to operate a golf cart, all-terrain utility vehicle and electric scooters on the streets of the city must insure compliance with the following requirements:
   (A)   Proof of liability insurance.
   (B)   Must display city decal front windshield right hand corner.
   (C)   Must be inspected by the City Police Chief or designated representative.
   (D)   Must have a valid Illinois driver's license.
   (E)   Must be equipped with windshield, horn, brakes, turn signals, steering wheel apparatus, tires, a rearview mirror, an approved slow moving vehicle emblem on the rear of the golf cart, all-terrain utility vehicle and electric scooters, a headlight that emits a white light visible from a distance of 500 feet to the front, a tail lamp that emits a red light visible from at least 100 feet from the rear, brake lights, turn signals and seatbelts. When operated on a roadway, a golf cart, all-terrain utility vehicle and electric scooters shall have its headlight and tail lamps lighted. (625 ILCS 5/11-1428)
   (F)   Must obey all traffic laws of State of Illinois and city.
   (G)   Side street use only.
   (H)   Must not exceed 20 mph.
   (I)   They shall not be operated in inclement weather or when visibility is impaired by weather, smoke, fog or other conditions, or at anytime when there is insufficient light to clearly see persons and vehicles on the roadway at the distance of 500 feet.
   (J)   A person who drives or is in actual physical control of a golf cart, all-terrain utility vehicle and electric scooters on a roadway while under the influence is subject to §§ 11-500 through 11-502 of the Illinois Compiled Statutes (625 ILCS 6/11-500 through 11-502).
   (K)   Golf carts, all-terrain utility vehicles and electric scooters shall not be operated on sidewalks or in city parks other than parking areas.
   (L)   Golf carts, all-terrain utility vehicle and electric scooters may not be operated on streets and highways and roads under the jurisdiction of the Illinois Department of Transportation (Illinois Route 1) or the county highway department known as (“Ocean to Ocean”).
   (M)   Golf carts, all-terrain utility vehicles and electric scooters shall follow the same guidelines for infant car seats that pertain to motor vehicles.
