The owner or occupant of each household, lot or place of business having garbage or refuse shall be required by this chapter to provide proper cans, containers or dumpsters for such garbage or refuse as follows:
A. Cans or containers shall be fitted with covers and be provided with two handles at the sides. Such cans and containers shall not be greater than thirtyfive gallon capacity.
B. No can or container shall weigh more than fifty pounds when filled with garbage.
C. All containers shall be placed on a rack or foundation of not less than eighteen inches nor more than thirty inches above ground.
D. Multiple dwellings, business places or residences having large quantities of garbage may use dumpsters for their garbage if such dumpsters are first approved by the city and garbage contractor.
E. Manure, rocks, sod, gravel, plaster, trees, concrete, appliances, petroleum products including oil, waste oil, gasoline and diesel fuel, and waste building material or other like debris are not classified as garbage and shall not be placed in garbage cans, containers or dumpsters. Tree branches and shrubbery cuttings which are securely tied in bundles not exceeding four feet in length may be placed in garbage cans, containers or dumpsters. Grass clippings may be placed in cans, containers or plastic bags securely fastened.
F. All containers or dumpsters shall be placed in the city alley near or adjacent to the particular real property which generates the garbage. Those occupants or property owners living in city blocks or portions of blocks which have no alleys shall deliver their garbage cans, containers or dumpsters to the area on the inner side of the street curb immediately adjacent to their property on those days for which garbage pickup is regularly scheduled in their area of town. Those occupants or property owners whose property fronts Meadowlark Lane, only, shall place their garbage cans or containers at the sidewalk curb line in front of their residence before 6:00 p.m. of the day preceding the scheduled day of collection. The empty containers shall be removed from the sidewalk by 6:00 p.m. on the day of collection.
G. It shall be the duty of the owner or occupant of property on which is situated business buildings, residences or lots which generate garbage to provide sufficient garbage containers to hold all garbage accumulated between the period of garbage collection. It shall further be the duty of such owners to keep the area surrounding the garbage containers and racks clean and free from garbage and refuse material.
