The city shall provide for the disposal of all garbage within the city and shall have the power to create a solid waste department under the supervision of the public works director for the purpose of collecting and disposing of all of such garbage. The collection, removal and disposal of the garbage shall be done and performed in conformity with the provisions of this chapter and with the additional rules and regulations which may be established from time to time by the city council.
