In the event any owner or property within the city fails to comply herewith, upon notice by the city, the city may give a written notice to such owner to be and appear before the city council at its next ensuing meeting, but not less than three days from date of giving such notice, and show cause why the city shall not itself abate such nuisance by cutting and mowing such grass, weeds or lawn, and trimming such shrubs, and grasses the cost thereof as a special tax against the property.
In the event no owner of the property can be found within the city, then the notice shall be mailed to the owner at his/her address appearing on the last assessment roll of Blaine County, Montana. Notice shall be complete on the date of mailing.
If at such meeting the council determines there are nuisance weeds in violation of this chapter on the owner's property, the city shall order the nuisance abated and assess the entire cost of such abatement as a special tax against the property.
