8.10.020   Maintenance of yards required.
   The owner or owners of any property within the city shall maintain the grass, weeds, lawns and shrubs, in their yards and premises, and the adjoining boulevards, by cutting, mowing, and trimming the same, as aforesaid, so as to maintain the property, yards and premises in a neat and attractive condition.
