8.08.040   Removal—By city—Special tax and lien against property.
   At the next meeting of the city council following filing of such statement with the city clerk, the city council shall, by appropriate resolution, levy the cost of such removal as a special tax against such property and the city clerk shall notify county treasurer of such special levy, and the same shall constitute and be a lien against such property as all other taxes.
