It shall be the duty of the fire chief or chief of police to notify, in writing, the owner of any property upon which weeds or other growth may grow.to remove the same within five days from the date of service of such notice. Such notice shall be served personally upon such owner if he can be found within the city, but in case any owner is a nonresident or cannot be found within the city, then such notice shall be mailed to the last-known address of such owner and service shall be deemed complete upon the fifth day following such mailing. Proof of such service shall be filed with the city clerk.
