In case any such nuisance is in, about or upon any unoccupied lot within the city limits owned by a nonresident or person absent from the city, or by one whom the officers cannot find, then in that event the city.health officer or the police chief may cause such nuisance to be removed or abated, which shall be done at the expense of the record owner of the lot as provided in this chapter.
