8.04.020   Additional nuisance designated.
   In addition to the conditions as defined and set forth in Section 8.04-.010, the following constitutes and is defined to be a nuisance: the building, maintenance or use of an outside toilet in any portion of the city limits heretofore included or hereinafter included in a sanitary district.
