The term of such license shall be fifteen years; the licensee shall pay the city on or before the fifteenth day of each month, a franchise fee of five percent of gross subscriber revenues received for cable television operations within the city during the previous calendar month, and no other fee, charge or consideration. The licensee shall provide an annual summary report showing the gross subscriber revenues received, by month, during the preceding year.
