The city council shall have the power and authority to establish such regulations as it may deem fit relative to the building of barriers, erection of tight fences or otherwise to screen such junk shop or junkyards and such other regulations as it may deem fit to protect other premises and property within the city from fire or other hazards and to require the erection of such barriers and fences and to require the segregation and piling of such junk, either as a prerequisite to the issuance of such license or to provide that upon the failure of the owner of such junk shop or junkyard to comply with such regulations that such license may be forthwith canceled.
