Licenses for either a junk shop or a junkyard shall not be issued by the city council except upon the written permission of the owner of the premises to be occupied or the lessee of such premises, showing thereon the description of the premises by lot and block numbers, if within the city limits, or by other definite legal description of the location of the premises to be occupied if without the city limits.
The city council shall have the power and authority to approve such application or to reject the same, if in its judgment such proposed location of a junk shop or junkyard is now or may become a nuisance as defined by Chapter 8.04 of this code, defining nuisances within the city, or within three miles of the city limits.
