Any person, group or organization or association holding a public dance shall be responsible for the maintenance of good order at such dance, and upon making application to the chief of police shall advise him of provisions being made for the policing of such dance. If the chief of police decides that the provisions made will provide adequate policing, he shall endorse on the application a permit for the dance. The chief of police may require the attendance of regular or special police at such dance if he considers such policing necessary, and the applicant shall then provide such policing at his or its expense.
